Hi, I'm Ahmad Mukhtar Sabri. I'm a governance, development, and systems consultant specializing in fragile and conflict-affected contexts, particularly Afghanistan.

With more than two decades of experience across governance, development, humanitarian programming, business development, and digital systems, I have dedicated my career to strengthening institutions, supporting organizations and businesses, and empowering communities. My work focuses on improving local governance, strengthening service delivery, building operational and digital systems, and ensuring that development efforts are grounded in the realities and priorities of local communities.

I have held senior leadership roles within major national programs such as the Citizens' Charter National Priority Program (CCNPP) and the National Solidarity Programme (NSP), where I led large-scale operations, designed multi-million-dollar initiatives, and managed teams operating across provinces and districts. My experience spans program design and implementation, strategic planning, monitoring and evaluation, operational management, and institutional strengthening — with a strong emphasis on accountability, community participation, and results-based approaches.

Alongside governance and development work, I have also worked extensively on business development and systems development for organizations and projects. This includes developing operational workflows, reporting systems, databases, websites, digital platforms, project management systems, and community-level data tools that improve coordination, efficiency, transparency, and decision-making across teams and programs.

In recent years, I have served as a consultant and advisor to organizations including the World Bank, the Institute for State Effectiveness, Uplift Afghanistan, and the Community Driven Development Organization (CDDO), supporting initiatives related to governance reform, humanitarian operations, social development, project systems, community engagement, access to girls' education, digital transformation, and organizational capacity strengthening.

I'm passionate about working at the intersection of policy, operations, technology, and community realities — connecting strategy with implementation and helping organizations turn ideas into practical, sustainable systems. Whether advising on national programs, supporting NGOs, developing digital tools, or helping organizations strengthen their operational capacity, I aim to deliver solutions that are practical, inclusive, accountable, and locally grounded.
