Hi, I’m Ahmad Mukhtar Sabri, a consultant specializing in governance, community engagement, and aid effectiveness—particularly in fragile and conflict-affected contexts like Afghanistan.
Over the years, I’ve worked with global institutions such as the World Bank, the Institute for State Effectiveness, and Uplift Afghanistan, as well as with a wide range of local NGOs operating across Afghanistan. My work focuses on strengthening local governance structures, improving the delivery of essential services, and ensuring that development efforts are grounded in the needs and voices of local communities.
From advising on national strategies to supporting grassroots-level implementation, I help international and local partners navigate complexity, build trust, and deliver impact where it matters most.

Professional Background
With over two decades of experience in governance, development, and humanitarian programming, I have dedicated my career to strengthening institutions and empowering communities, particularly in fragile and conflict-affected settings like Afghanistan.
I’ve held senior leadership roles with national programs such as the Citizens’ Charter National Priority Project(CCNPP) and the National Solidarity Programme (NSP), where I led large-scale operations, designed multi-million-dollar projects, and oversaw teams of thousands across provinces and districts. My work has spanned program design, implementation, strategic planning, and monitoring & evaluation, with a strong emphasis on community engagement, local governance, and results-based approaches.
In recent years, I’ve served as a consultant to international organizations, including the World Bank, Institute for State Effectiveness, and Uplift Afghanistan, Community Driven Development Organization (CDDO) advising on social development, project operations, project systems, access to girls education, and community-level data systems.
